Understanding the Texas G/T State Plan

A section-by-section companion that translates Texas' Gifted/Talented requirements into clear expectations and action steps for parents of G/T students in Texas.

The Texas State Plan for the Education of Gifted/Talented Students defines what services school districts must provide for identified G/T learners, and the official language can be difficult to navigate. This parent guide walks families through the State Plan one section at a time, pairing the official wording with plain language clarification and practical next steps you can take at your child's campus or district. 

The guide covers all six sections of the State Plan: Fidelity of Services, Student Identification, Service Design, Curriculum and Instruction, Professional Learning, and Family/Community Involvement. In each section, you will find what districts are required to do, the rights parents can expect under Texas law, the questions to ask and who to contact at the campus and district level.  

Topics include: how to join a district advisory group, locate the G/T program guide, understand board-approved identification policies and language access requirements, request a conference on assessment results, appeal a placement decision, access annual reassessment opportunities, and understand the acceleration pathways, curriculum modifications, and TPSP experiences that identified students should have access to.  

This resource is part of the Texas Gifted/Talented Toolkit for Families, provided by the Texas Education Agency. It gives parents of G/T students in Texas a practical tool to stay informed and actively partner in their child's gifted/talented education.
